Note that the full £6000 saving is available against NEW DIESELS only because they are having trouble shifting them. Remember the 1990s and early 2000s when we were all being encouraged to buy diesel because of their lower CO2 emissions? (But correspondingly higher NO and NO2 and soot particle emissions.) So the line above about "lower carbon emissions" is a smoke screen. Possibly literally, once that new diesel has 50k miles or so on its clock. Where's the scrappage incentive against electric vehicles? I'd quite like an EV, but if someone is prepared to give me £6000 off a new diesel, it sways the decision somewhat. £6000 buys a lot of VED and fuel.
