Top 10 Uninsured Hotspots in the UK

New data from the Motor Insurers’ Bureau (MIB) has revealed the UK towns and cities with the highest rates of uninsured drivers - and Thurrock in Essex tops the list.

Uninsured driving continues to be a major problem across the country, costing the UK economy an estimated £1 billion each year. This figure includes compensation for victims, emergency services, medical care, and lost productivity. Tackling uninsured driving not only improves road safety but also helps reduce financial pressure on law-abiding motorists.

According to the MIB, an uninsured vehicle is seized every four minutes, with nearly 120,000 vehicles confiscated so far in 2025.

Drivers caught without insurance face a £300 fine and six penalty points, and in some cases, their vehicle may be destroyed. If prosecuted in court, offenders risk an unlimited fine and a driving ban.

Here are the top 10 uninsured driving hotspots in the UK, based on two years of MIB claim data (measured by the number of defendants per 1,000 people):

1 RM19 Thurrock
2 B25 Birmingham
3 B18 Birmingham
4 PE1 Peterborough
5 B66 Sandwell
6 RM1 Havering
7 B21 Birmingham
8 M18 Manchester
