Why failing the driving theory test is more common than ever—and how to beat the odds

If you’ve ever found the driving theory test challenging, you’re in good company. Of the 2.6 million learners who sat the test in the past year, less than half managed to pass. In 2023-24, the pass rate was just 45.2%, meaning over 1.4 million learners failed. With each test costing £32, that’s a staggering £45.5 million spent on retakes.

And it’s not just you—passing seems to have gotten harder over time.

- Five years ago (2018-19), the pass rate was 47.3%.

- A decade ago (2013-14), over half of learners (51.6%) passed.

- Fifteen years ago (2008-09), a huge 65.4% of test-takers were successful.

So, why is it harder now?

New research has identified the trickiest theory test questions learners face today. AA Driving School analysed 55 million answers from its app and found the most common stumbling blocks, including topics like safely rejoining the road from an emergency area.

In 2023-24, pass rates hit their second-lowest point on record. Since the mid-2000s, rates have steadily declined, with the lowest-ever pass rate (44.2%) recorded in 2022-23. Even during the Covid lockdown, when fewer people took the test, the pass rate only temporarily rose to 55.7%.

For learners, the test isn’t just about knowledge; it’s about mastering its evolving format. To pass today, you need at least:

- 43 out of 50 on the multiple-choice section.

- 44 out of 75 on hazard perception.

The hazard perception test was introduced in 2002, and more recent updates include tougher, scenario-based questions designed to make roads safer—but they’re clearly raising the bar.

If you’ve already got your licence, don’t be too confident. A survey by AA Driving School found only 18% of UK motorists are certain they’d pass if they retook the theory test today. While 41% feel confident, nearly half admitted they’d struggle or fail outright.

Interestingly, younger drivers (aged 18-25) were twice as likely as those 65+ to believe they’d pass a retake. And while male drivers were more confident than females (21% vs. 12%), DVSA data shows women consistently outperform men in the test.

- 2023-24 pass rates: Women: 47.2%, Men: 43.7%.

- Women have outperformed men every year since 2007-08.

So, if you’re gearing up for your test, don’t panic. Put in the practice, focus on your weak areas, and you’ll have the confidence to join the growing ranks of successful learners.
