Jeremy Vine sparks mass debate with video of five year old cycling on the road – but who is in the wrong?

Prominent cycling campaigner, Jeremy Vine, has sparked debate online by posting a video of a five year old child cycling in the road, whilst a blue Ford Focus travels in the opposite direction.

Both cyclist and driver need to move over towards the centre of the road as both have parked vehicles on their left hand side. Who is in the wrong? Let us know in the comments.
